Here is a short cut that saves the hassle of removing the interior door panel for testing the motor without tools.  :) Due to the demand of current, the fluctuation can be seen by looking for decreased strength of the lights,.

Power Window Stuck or Jammed?

If this occurs the window will most likely be shifted out of alignment. The reason the window is now stuck is because it's jams in the broken regulator. On the end that is lowest grab the glass from both sides and try to realign the window to its original position. While someone else operates the window switch in the up position. In this situation once the window is up, leave it up and plan for the window regulator replacement.

If the motor is getting power but not operating, you may be tempted to replace just the motor.

DON’T. Most often the motor fails due to excessive strain caused by broken or binding cables or friction in the window channels. Plenty of DIY’ers and repair shops that use rebuilt parts have tried to save money by buying or using just a replacement motor. Afterwards, they discover a problem elsewhere in the regulator and have to replace that as well.
